Donald Calloway is the founder and principal of Pine Street Advisors, a government affairs and strategic advisory firm built for clients operating at the intersection of policy, business, public trust, and institutional power.
Calloway's career began in public service. As a Missouri State Representative, he developed firsthand understanding of how public institutions make decisions — an understanding that has shaped his view of advocacy ever since: effective strategy requires more than access. It requires judgment, credibility, timing, and a clear read of the incentives moving every stakeholder in the room.
After public service, Calloway moved into corporate government affairs at scale. At Anheuser-Busch InBev, he led internal federal congressional affairs during the company's $105 billion SABMiller acquisition and through the 2017 international tax reform environment. That work gave him direct experience aligning corporate strategy with federal policy, regulatory risk, and high-stakes public decision-making.
Calloway later served in the C-suite of a globally significant renewable energy company, where he built and led a novel business unit focused on environmental justice, stakeholder value creation, and equity across energy, agriculture, commodities, and public affairs — expanding his practice beyond traditional government relations into the broader institutional environment where business, community impact, and public legitimacy converge.
Through Pine Street Advisors, Calloway brings that range to clients facing consequential matters. His work spans federal advocacy, state and local government affairs, Attorneys General engagement, municipal strategy, corporate positioning, trade association advocacy, and issue campaigns. He has advised Fortune-scale companies, fast-growth startups, municipalities, public-interest organizations, and institutional leaders navigating complex public environments.
